Launch Protected Matters Search Tool
You may need to submit a referral if your project potentially impacts any matters protected under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
You can use the Protected Matters Search Tool (PMST) to check if protected matters exist in and around your project area. The information you collect through PMST can be used to help work out if you need to submit a referral or avoid impacts in the project area.
Information provided through the PMST is indicative only. Local knowledge and information should also be sought where possible.
Using the Protected Matters Search Tool
Before you launch the PMST, ensure your browser preferences are set to enable JavaScript and to accept pop-up windows.
You can use the PMST to:
- define areas of interest
- explore protected matters in the area
- print maps
- generate reports to support your project.
You'll find step-by-step instructions in the tool, including how to:
- draw to define your area of interest
- explore in and around your project area to identify matters protected
- create, download and save a report
- print a map (including any added layers) capturing your area of interest.
Information from the PMST is not exhaustive. However, it's a valuable tool for decision-making and research.
Exploring and creating reports
You can select a feature or site in the tool by drawing a rectangle, or polygon shape on the map.
Once you've drawn the feature, choose 'Explore' to discover any nationally protected matters that could be relevant. Only Matters of National Environmental Significance are covered by PMST.

When you've finished exploring, you can create a report in either PDF or Excel format to print or use offline. The print function is located within the right-hand pane tool list.

SPEAKER: The Protected Matters Search Tool, or PMST, is a free, interactive online website application that can help you identify potential protected matters on or near your project’s site.

System Information
PMST is regularly updated. This may cause temporary disruptions to functionality.
If you are experience loading issues in the tool, please:
- clear your cache. To do this, go into your browser’s settings or history and select 'clear cache'.
- check Network Firewall settings. Some organisations have IT security settings that can block components of the JavaScript that underpins the PMST. Check with your organisation as their firewall settings may need to be altered to access the tool.
