Our leadership

Our leaders guide the National EPA’s direction and support our people to deliver strong environmental outcomes. They play a central role in:

  • shaping our culture
  • driving performance
  • leading the National EPA through its establishment and beyond.

CEO John Bradley PSM

John Bradley headshot

John has over 25 years’ senior leadership experience driving major reforms across environment regulation, water, energy, climate and planning. He served for 8 years as Secretary of Victoria’s Department of Energy, Environment and Climate Action and the Department of Environment, Land, Water and Planning. In this role he led significant reforms to environmental regulation, planning systems, climate policy and natural resource management.

Previously, John was Director General of Queensland’s Department of Environment and Resource Management. He was also CEO of the Queensland Water Commission, where he led water security and drought response during the Millennium Drought. He has also held senior roles across energy and infrastructure, including CEO of Energy Networks Australia.

John has served on a range of boards. These including Infrastructure Victoria, Greening Australia and the Great Barrier Reef Marine Park Authority. He was also President of the Institute of Public Administration Australia Victorian Division (IPAA Victoria) from 2020 to 2024. He received the Public Service Medal in 2022 and was appointed a National Fellow of IPAA in 2025.

Environment Regulation Division – Paula Svarcas

Paula has over 30 years of public sector experience across a range of portfolios. She joined the Department of Climate Change, Energy, the Environment and Water (DCCEEW) as head of the Gas and Liquid Fuels Division in June 2023.

Paula commenced as DCCEEW’s Head of Environment Regulation Division in January 2026, which transitioned to the National EPA in July 2026. The Division is responsible for administering and regulating Australia’s national environmental laws. Paula brings expertise in policy (including international trade and domestic policy), program delivery, regulation and strategic governance.

Her career includes leadership roles in departments such as Agriculture and Prime Minister and Cabinet, as well as in ministerial offices. She also spent 4 years on diplomatic mission as the Agriculture Counsellor at the Australian Embassy in Seoul.

Environmental Permitting and Compliance Division – Dani Yannopoulos

Dani is a senior executive with more than 25 years’ experience. She has led complex regulatory, operational and cultural reform functions across the Australian Public Service.

She served as Acting Head of the Environmental Permitting and Compliance Division for the Department of Climate Change, Energy, the Environment and Water from July 2025. Here she led 220 staff delivering national environmental regulation, including permits, compliance and enforcement. The Division transitioned to the National EPA in July 2026.

Dani has led large-scale, high-risk operations and transformation. These include commanding more than 900 officers as Regional Commander (NSW) in the Australian Border Force during COVID‑19. She has also led cultural reform in the Australian Antarctic Division and managed remote Antarctic research stations in extreme conditions.

Corporate Division – Bronwyn Ray

Bronwyn is an experienced senior executive with over 25 years’ experience leading complex policy, regulatory and delivery functions across the public sector. She brings a disciplined approach to risk, integrity and transparency in public administration.

She was previously the Interim Chief Operating Officer for the formation of the National EPA, and Head of the National EPA Establishment Taskforce. In this role she led the establishment of the National EPA as a standalone, independent regulator fulfilling a key government commitment.

Her previous roles within the Department of Climate Change, Energy, the Environment and Water (DCCEEW) include:

  • Assistant Secretary for Decarbonisation Initiatives, where she led cross‑agency policy and delivery of major grant programs and Budget measures
  • the Office of the Secretary, advising on department‑wide delivery and prioritisation.

Before joining DCCEEW in 2023, Bronwyn spent a decade at the Bureau of Meteorology in senior leadership roles. These included General Manager Strategy and Performance, Chief Data Officer, Program Director, and as Acting Chief Operating Officer. She also led the establishment of the Australian Climate Service in 2022.

Alongside her roles, Bronwyn works as an executive and leadership coach, supporting senior leaders, graduates and teams across the public sector.
