As a signatory to the Kigali Amendment to the Montreal Protocol, Australia must have an import and export licensing system for hydrofluorocarbons (HFCs). To function effectively the licensing system must enable the monitoring and recording of individual HFCs.
The worldwide Harmonized Commodity Description and Coding System, or Harmonized System (HS), has been updated effective 1 January 2022 to allow differentiation of individual chemicals and blends for HFCs.
Bulk HFCs were mainly imported under tariff 2903.39 for unblended gases and 3824.7 for blended gases. These codes have been retired and new, expanded codes have been created.
The table below shows the most commonly imported bulk controlled substances and their associated tariff codes applicable from 1 January 2022.
