About this report

In 2022 the department engaged MRA Consulting Group to provide a report to:

  • support implementation of Phase 2 of the waste export regulation for plastic
  • present guidance on the level of processing required for waste plastic to no longer be considered a waste under the Hazardous Waste (Regulation of Exports and Imports) Act 1989 (HW Act).

This report presented typical sources, processing methods and uses of various types of waste plastic at the time of publication. The information and findings in the report were based on research and industry surveys.

It provides general guidance for licence applicants and assessment officers. However, it is not exhaustive nor is it a definitive description of waste export rule requirements.

The views and opinions expressed in this publication do not necessarily represent the views of the Australian Government or the portfolio ministers for the department.
