The department has granted the following licences under the Recycling and Waste Reduction Act 2020.

Under subsection 39(2) of the Recycling and Waste Reduction Act 2020, waste export licences remain in force beyond expiry dates whilst renewal applications are assessed. Licence holders who have consented for their licence renewal application status to be published are indicated by an asterisk (*).

Elan Energy Matrix Pty Ltd Tyres 01/12/2021 30/06/2022
The Minister has granted Elan Energy Matrix Pty Ltd (Elan) an exemption from the waste tyres export ban because its facilities were destroyed by fire in December 2020. Since then, Elan has been experiencing construction delays and global supply chain issues in the reconstruction of its premises, impacting its capacity to process waste tyres domestically. Once operational, Elan’s facilities will increase Australia’s domestic tyre processing capability. The practical impact of the fire supports this exemption, given the risks otherwise of a tyre resource recovery facility permanently exiting the market and the consequential longer-term loss of domestic recycling capacity.

The Assistant Minister has granted Frubber Pty Ltd an exemption to export whole off the road tyres for further processing into rubber crumb in Malaysia. This will support continued higher order outcomes and increase recovery of a niche and problematic stream of waste tyres while domestic capacity is further developed. Frubber Pty Ltd must, within six months of the date of the exemption being granted, provide evidence to the Minister of Tyre Stewardship Australia’s Foreign End Market verification of the facility specified on the exemption instrument.
Ozcom Recycling Pty Ltd Tyres 11/03/2022 30/11/2022
The Assistant Minister has granted Ozcom Recycling Pty Ltd, acting as trustee for the Ozcom Recycling Trust (Ozcom) an exemption to export baled tyres for pyrolysis processing by the Lee Tyre & Oil Sdn Bhd facility in Malaysia. Ozcom has been granted a temporary exemption to allow for the continued export of baled tyres while awaiting the arrival of tyre shredding equipment that has been delayed due to global supply chain issues. Ozcom was able to demonstrate the significant efforts it had undertaken to order equipment prior to the commencement of the waste tyres export scheme and approaches it had made to other businesses to alleviate stockpiling issues.
Bridgestone Australia Ltd Tyres 28/03/2022 28/03/2023
The Assistant Minister has granted Bridgestone Australia Ltd, (Bridgestone) an exemption to export used or defective tyres for inspection and/or analysis to its manufacturing or research facilities in Indonesia, India, Thailand, Taiwan, Italy, Japan or Vietnam. The inspection and/or analysis determines whether there are potential tyre manufacturing faults, allows for indoor tyre testing and analysis for the benefit of future tyre development, or for market analysis. On average, Bridgestone exports approximately 130 used or defective tyres per year to its facilities overseas.

This temporary exemption allows for the continued export of sorted, single polymer waste LDPE plastic while awaiting the commissioning of LDPE processing capacity at its supplier’s recycling facility, which has been delayed due to global supply chain issues. Vansec was able to demonstrate the efforts its supplier had undertaken to order equipment prior to the commencement of the Phase 2 waste plastic export ban. Vansec also demonstrated it had approached the relevant Victorian state government body to seek solutions to the shortfall in domestic processing capacity. Vansec must, during the exemption period, provide two reports to the department regarding the progress of construction of their supplier’s new facility.

This temporary exemption allows for the continued export of sorted, single polymer waste LDPE plastic while Cleanaway completes construction, currently underway, of an LDPE mechanical recycling line at their Laverton facility in Melbourne, Victoria. Cleanaway also demonstrated it had approached state government bodies to seek solutions to the shortfall in domestic processing capacity. Cleanaway must, during the exemption period, provide two reports to the department regarding the progress of construction of their new facility.

This temporary exemption allows for the continued exported of sorted, single polymer waste LDPE plastic while Australian Paper Recovery Pty Ltd completes the upscaling, currently underway, of an LDPE processing facility at their Dandenong facility in South Victoria. Australian Paper Recovery Pty Ltd must, during the exemption period, provide a report to the department regarding the progress of construction of their expanded facility.

Genuine Recycling must, during the exemption period, provide two reports to the department regarding the progress of construction of their new facility. If the LDPE facility is completed before 31 January 2024, Genuine Recycling must cease exporting under the exemption within 30 days of the completion date.

This temporary exemption allows for the export of a limited amount of sorted, single polymer non-premium PET waste plastic to resolve stockpiling issues of domestic consolidators. Oatley must, during the exemption period, provide three reports to the department detailing compliance with the conditions of the exemption.

The Minister has granted Vansec Pty Ltd (Vansec) a temporary exemption to export a limited volume of cleaned and sorted low-density polyethylene (LDPE) waste plastic for processing and remanufacturing into new products overseas. The exemption has been granted to enable Vansec’s supplier, G.T. Recycling, to complete the final stages of commissioning a new LDPE processing line at its recycling facility in Geelong, Victoria. The exemption will operate until 29 February 2024 when the supplier expects its new soft plastics line to be operating at significant capacity. The permitted export volumes progressively reduce over the life of the exemption.

The inspection and/or analysis determines whether there are potential tyre manufacturing faults, allows for indoor tyre testing and analysis for the benefit of future tyre development.

The Minister for the Environment and Water has granted Frubber Pty Ltd an exemption to export whole off the road tyres for further processing into rubber crumb in Malaysia. There is currently limited domestic processing capacity for off the road tyres. Due to the low recovery rate of off the road tyres, granting this exemption outweighs the alternative of these tyres being landfilled.

This exemption allows for the continued export of waste PET plastic while Kangaroo Plastics Technology Pty Ltd completes construction of a new waste PET plastic processing facility in Victoria. Kangaroo Plastics Technology Pty Ltd has 30 calendar days to cease exporting the PET under the exemption from the date that their new waste PET plastic processing facility becomes fully operational.
