You must provide evidence in your application to support what you tell us about your export operations. This includes:
- Waste-specific documents
- Identification documents
- Documents related to the applicant’s fitness to hold an export licence.
All documents you provide must be:
- clear and legible
- in English or translated into English by a translator accredited by the National Accreditation Authority for Translators and Interpreters.
Waste-specific documents
These pages explain the evidence you need to provide about the waste material you want to export:
Identification documents
The person completing the application must provide one primary and one secondary identification document. These must add up to 100 points.
- Full birth certificate
- Citizenship certificate
- Passport (Australian or another country) that is current or has expired in the last two years. Cancelled passports not accepted.
- Another document with the same characteristics as a passport. For example, diplomatic documents or some types of documents issued to refugees.
Documents with name and photograph:
- Driver licence issued by an Australian state or territory that is current or has expired in last two years
- Licence issued under a Commonwealth, state or territory law, (e.g. a boat licence)
- Identification card issued to a public employee
- Identification card issued by the Commonwealth or a state or territory government as evidence of the person’s entitlement to a financial benefit
- Identification card issued to a student at a tertiary education institution.
Includes name and signature:
- A document held by a cash dealer giving security over your property
- A mortgage or other instrument of security held by a financial body
- Council rates notice
- Document from your current employer or previous employer within the last 2 years
- Land Titles Office record
- Document from the Credit Reference Association of Australia.
Documents with name and signature:
- Marriage certificate including maiden name
- Credit or EFTPOS card
- Foreign driver’s licence
- Membership to a registered club
- Membership to a motoring organisation (e.g. NRMA, RACQ).
Documents with name and address:
- Electoral roll compiled by the Australian Electoral Commission and available for public scrutiny
- Records of a public utility (phone, water, gas or electricity bill)
- Records of a financial institution
- A record held under a law other than a law relating to land titles
- Lease or rental agreement
- Rent receipt from a licensed real estate agent.
Documents with name and date of birth:
- Record of primary, secondary or tertiary educational institution attended by you within the last 10 years
- Record of professional or trade association of which you are a member.
Other
- Medicare card (signature not required).
Documents relating to fitness to hold a licence
Under the Recycling and Waste Reduction Act 2020 (the RaWR Act), we are required to assess whether you are a fit and proper person to hold a waste export licence. We must consider the matters set out in section 175 of the RaWR Act including:
- your financial viability
- whether you have been convicted of certain environmental offences
- whether we have refused earlier applications for a licence
- whether you have given false or misleading information in your application
- your environmental history
- the conduct and history of your associates (such as people in a position of control or influence in your export business, certain family members and related companies).
You must answer questions about these matters in your application and provide documents to support your answers. We run a range of background checks to determine whether applicants are fit and proper to hold a licence. If we identify relevant matters that you have not declared in your application this may be considered when deciding whether to grant your application.
