Product Emissions Standards Certification

The Product Emissions Standards Act 2017 (the Act) details certification and labelling requirements. These requirements protect Australia’s air quality and ensure only compliant emissions-controlled products (ECPs) are supplied.

Certification confirms that only engines or products meeting the emissions standards can be imported, manufactured, or sold.

Marking is a physical verification on the product. Suppliers, importers, manufacturers, and consumers can identify certified products that meet the emissions standards. Together, these requirements give confidence that ECPs meet Australia’s emissions standards.

Applying for Australian certification

If you are manufacturing an ECP in Australia, apply for Australian certification. To do this, you must:

  • provide full engine emissions testing results
  • pay the relevant application fee.

If you are seeking Australian certification for a foreign manufactured product, apply for an exemption. It allows you to import the product for testing in Australia. Make your applications through our applications portal. You must register to use the portal.

Recognised foreign standards

Some products have a recognised foreign standard certification. We may accept the foreign certification if this applies. Section 26 of the Product Emissions Standards Rules 2017 (the Rules) details this.

The Australian standards recognise the following foreign standards:

  • the United States Environmental Protection Agency
  • California Air Resources Board
  • member states of the European Union (Euro Stage V)
  • Environment and Climate Change Canada.

Approved Australian emissions certificates

Section 20 of the Rules requires that products that have been certified by the agency are published on the website.
